According to Qualitas, this concept is a graphic reference on the road preference of all the transport concepts that circulate on the roads. It is made up of five steps and in each of them the hierarchy that each element has with respect to the others is applied, both in terms of the right of way, as well as in terms of sustainability and investment policies in public works.
Follow a descending order. At the top is the least aggressive means of transport with the environment and the one that has the absolute preference of passage and government investment; on the second rung is the means of transport that has priority over the other three, but not over the one at the top, and so on.
