What is the fine for parking in the SER zone without a badge?

Pollution has jeopardized the environmental sustainability of large cities, which have been forced to implement restrictive and sanctioning procedures. Among them we find regulated parking areas.

The city of Madrid has, since November 28, 2018, two anti-pollution protocols that affect motorized mobility. To avoid fines that, in the case of parking, they are 90 euros (which is reduced to 45 euros, half the amount, if paid within a period of 20 calendar days from the day of notification), we must inform ourselves promptly of the active protocols at all times, as well as know the map from SER zone and Madrid Central

What is the SER zone?

The area of Regulated Parking Service (SER), is delimited by the M-30, the highway that bypasses the city of Madrid, creating a closed ring around it. So if we are within this ring, we will also be within the SER zone.

How do I know if I enter Madrid Central?

As for Madrid Central, it is an area within the SER zone even more restricted, and limited to only 612 streets (approximately 6.6% of the 9139 streets that make up the city of Madrid), the list of which can be consulted on the website of the Madrid City Council.

So if we are going to move to the center of the city and we want to know if our destination is in Central Madrid, it will be enough to enter the name of the street for the page to give us the answer.

One of the areas that marks the beginning of Madrid Central.

Therefore, to travel through the so-called «Almond of the M-30»We must be attentive, both to the activation of measures for excess pollution and to the circulation and parking areas allowed according to the badge that our vehicle has.

One label, two protocols: the environmental badge

That label that is put on the front windshield and that indicates the environmental efficiency of our car, the so-called “DGT Label”, determines both the areas through which we can drive and where we can park.

If we still do not know which label corresponds to our vehicle, we can find out on the DGT website through a simple form and request that the sticker be sent to us by mail.

In the event that our vehicle has the ZERO or ECO emission markWe will be able to circulate freely through the city center and park in the SER zones for up to two hours without being penalized.

Now, if the distinctive of our car is B or C, we can only park in underground car parks expressly provided for vehicles with that label, what happens then if we park in the SER zone with label B or C? The regulations are very clear: we will be sanctioned with a fine of 90 euros. If, in addition, the special anti-pollution protocol is activated, we will not be able to circulate with this badge while said protocol is active.

Driving without a badge indicating the emissions of our vehicle is discarded and is punishable. Only in cases of motorcycles, three-wheelers and those intended for the transfer of people with reduced mobility, the legislation is slightly more flexible, allowing circulation with distinctive B or C, but not parking.

The CERO and ECO badges allow much greater freedom of movement in a city like Madrid.

There are other exceptions, such as the annual permits that are requested for qualified professional groups or the mobility of residents in Central Madrid, who have a specific treatment in the regulation.

In summary, if we must move with our car through the center of Madrid, the best formula will be with a vehicle that has a ZERO or ECO label but, if that is not possible, we must remain very attentive to the contamination levels and protocol activation, as well as the opening hours of authorized car parks for parking vehicles with environmental label B or C.
