The National Government announced this Thursday a series of modifications regarding the scope and conditions to access the Family Emergency Income (IFE) in place since April to mitigate the economic consequences of the pandemic and the coronavirus quarantine.

Through Resolution 16/2020, the Ministry of Labor, Employment and Social Security established in the Official bulletin that « in order to strengthen the reach of the most vulnerable sectors, it is necessary to introduce certain modifications » in the original annex of the text that made the measure official at the end of March. Family Emergency Income encompasses a universe of more than 9 million people and this week the third payment of the 10,000 pesos began.

When this assistance program was launched, a stir was generated on social networks for the alleged payment of the IFE to prisoners. In fact, at the end of June it emerged that in Tucumán there was a list of 17 detainees authorized to receive state aid. Unusually, a representative of the province’s Penitentiary Service asked that the transfer of bank personnel to a prison be authorized so that the prisoners can collect the 10,000 pesos. At that time, the regional manager of the ANSES NOA, Jesús Samil, clarified that the inmates were not included in the measure, but that it could have happened that “a relative or a lawyer has written them down, and the system approved them because the cross-linking of data is done with the AFIP and Migrations, not with information from the Justice ”.

In the resolution published this Thursday, the Executive Branch clarified that « persons deprived of liberty, under any modality, are not eligible » to receive the IFE « because they do not meet the quality of recipients established in its article 2 (from the original text ) « .

In another modification, it was detailed that “when the applicant is under 25 years of age and the residence address registered in ANSES is the same as the address of his / her parents registered in said body, the family group will be considered composed of the applicant and their parents for the purposes of the requirements and other conditions established herein. « 

On the other hand, at the beginning, ANSES could request from the Federal Public Revenue Agency data of the applicants to endorse the respective applications. Today it was determined that from now on it will be in all cases: « The National Administration of Social Security will require the AFIP to carry out the socioeconomic and patrimonial evaluation in order to determine the relevance of each application. »

Last monday started the payment of the third installment of the $ 10,000 bonus to informal workers, monotributistas of categories A and B and other sectors affected by the economic crisis as a result of the coronavirus pandemic. During this week and the next, payments will be exclusively for heads of household who are recipients of the Universal Child Allowance (AUH) and / or the Universal Allowance for Pregnancy (AUE). Then, it will be the turn of the rest, always taking into account the completion of the document number of the person who receives the benefit.

Requirements to access the IFE:

to. Be a native Argentine citizen, by option or naturalized, resident in the country, or foreigner with legal residence in the Argentine Republic not less than TWO (2) years prior to the application

b. Be between 18 and 65 years of age.

c. Not receive the applicant or any member of their family group, if any, income for:

i. Work in a dependency relationship registered in the public or private sector, with the exception of that carried out within the framework of the Special Regime of Work Contract for the Personnel of Private Houses.

ii. Self-employment as Monotributistas category « C » or higher and self-employed regime.

iii. Unemployment benefit.

iv. Retirements, pensions or withdrawals of a contributory or non-contributory nature, whether national, provincial, municipal or of the Autonomous City of Buenos Aires.

v. Social plans, complementary social salary, We Make the Future, Promote Work or other national, provincial or municipal social programs, except for the income from PROGRESAR.

Except for the requirements stipulated in paragraphs a), b) and c) to the right holders of the Universal Child Allowance for Social Protection and Pregnancy Allowance for Social Protection.
