Sergio Massa is working on the assembly of a bill to promote agribusiness, with the endorsement of Alberto Fernández (.)

Weeks ago, in an interview with the British newspaper Financial Times, the President of the Nation Alberto Fernández assured that the way out of the crisis that Argentina is going through, which deepened the coronavirus pandemic, will be from the hands of the countryside. A sector that did not stop its engine so far in the mandatory and preventive quarantine, supplying food to the internal and external markets. « It is the Living Cow of the country, » said the head of the Executive Branch.

Although the relationship between the government and the countryside did not start in the best way, with conflicts over retentions, the attempt to intervene and expropriate Vicentin, and the increase in rural insecurity, all the members of agro-industrial production decided to assume the commitment to collaborate in the transformation of Argentina into a very different country from today. For this, an allied State is needed, generating predictability and public policies to promote the development of the sector.

The term « Live Cow » was mentioned several times by the former inspector and inspector of Vicentin, Gabriel Delgado. But its creator is the Agricultural Engineer and current Director of the Bioeconomy Program of the Faculty of Agronomy of the University of Buenos Aires, Fernando Vilella.

In dialogue with this medium, Vilella pointed out: “Vaca Viva is an expression of the entire bioeconomy, that is, the addition of value (which is knowledge) to biomass. All biomasses do not only refer to livestock, but include activities related to the bioeconomy, which includes livestock, but also the forestry industry, biotechnology and AgTech, to name a few examples. I proposed it as an obvious wake-up call, as all eyes on politics and economics focused solely on Vaca Muerta. ”

And he added: « The current and the two past presidents and many economists argued that to start Vaca Muerta with special conditions (due to our high and primitive tax and union system), financing of around USD 10 billion a year was required . For these large foreign investors to arrive, special regulatory frameworks had to be in place. We are talking about tax deferrals, deductions from work charges, the acceleration in the amortization of goods, the immediate refund of VAT, among others. Faced with this, I find no reason not to give this framework to bioeconomic producers. To do so is to achieve a national project of equitable federal development.

To fulfill all this proposal, “No subsidies are required, only a tax and labor horizon for the next 10 years. We are in the worst economic crisis that we had to live through. Create conditions for the few competitive sectors we have, facilitate the generation of dollars, importing little to achieve it, and a lot of work from the most sophisticated to the massive. We need it, hopefully it will come out, ”said Vilella.

Gabriel Delgado himself, who currently performs functions in the Chamber of Deputies of the Nation, works together with the president of the Chamber, Sergio Massa, on a project that has the endorsement of Alberto Fernández and would be part of the 60 measures that he intends announce the president in the coming days.

The initiative proposes different measures to encourage Bioindustrial production. There is already a draft of it, which this week was debated by means of a video conference with the members of the Association of Argentine Factories and Distributors of Tractors and other Agricultural, Road, Mining, Industrial and Motor equipment (AFAT).

During the meeting Sergio Massa described the framework from which with the President of the Nation they are thinking of energizing the economy in the understanding that it is a competitive and strategic sector. From the private sector they expressed interest in contributing in the search for solutions so that Argentina reaches 200 million tons of annual harvest.

In addition, they considered appropriate the project promoted by the head of Deputies and expressed their full support, since it has been working for a long time on the request for a plan for the exchange of machines and accelerated amortization. Entrepreneurs stressed the importance of having financing, a central element in sales, and encouraging the export of agricultural machinery, a sector that can grow a lot. Brazil is one of the most attractive destinations.

The details of the initiative

Infobae He had access to some points of the project, which includes three axes. The first of these, increasing plant production, through greater area and productivity with sustainability. The second is to increase the production and export of services and human products. And finally, the third is to advance in the incorporation of more international ventures in our country, with a focus on all SBCs related to bioindustry.

In order to comply with the first axis of the project, the main incentives proposed are:

To deduct from profits a percentage of 120% of the invoices related to fertilizers, and 150% those related to insurance index and controlled autogamous seeds.

Establish a plan to exchange machinery for trucks, vans, seeders, sprayers, and tractors of national origin.

The official project includes incentives for the purchase of agricultural machinery

There will be benefits of reduction of employer contributions equivalent to those of article 22 of Law 27,541 and it will be 100% in projects that take into account gender parity.

Access to sustainable financing will be facilitated with a Guarantee Fund and credit lines with rates of up to 24% per year.

To comply with the second axis, the incentives proposed by the initiative are:

. Increase in the sustainable production of food for direct human consumption, where all types of meat are included, in addition to aquaculture, legumes, organic and agro-ecological products, dairy products, meat substitutes and products from cell farming, and processed foods. And also increase the exports of each of the aforementioned products.

. Increased investment and attraction of foreign direct investment. In addition, increase jobs and a relative improvement in wages. And develop carbon neutral and animal welfare programs.

. In relation to livestock, work with active policies to increase the bovine stock and productivity.

For the beef market, the draft project refers to the implementation of a traceability matrix for agricultural and livestock products, among other points

From these objectives It will work with different incentives, such as fiscal stability, reduction of employer contributions, accelerated amortization of investments, free balance available for non-compensated VAT credits and repayment after three years, exemption from tax on debits and credits and withholdings and tax perceptions, decrease in personal assets for the repatriation of capital, deduction of the income tax for the fodder stock, the production of heavy steers and the increase in productivity in bovine farming, and aliquot of 0% for exports additional within the promoted products, among other measures.

On the other hand, it will work on traceability measures. For the beef market, the draft project refers to the implementation of a traceability matrix for agricultural and livestock products, and the trade of the entire half beef is prohibited, once the Law is approved, and meat It must be offered to the retailer in pieces in front hindquarters and ribs.

In addition, which would mean a measure that could generate discomfort in the sector that claims less tax pressure, in the draft the initiative mentions an increase for withholdings applied to cuts of beef prioritized for the domestic market, mainly ribs and cuts of the front room, and should not exceed 20% of the value of the res ex planta measure.

Argentine Agroindustrial Council

In the idea of deepening public and private interaction, and providing initiatives for debate in the legislative field, representatives The Argentine Agroindustrial Council advances with the presentation to various political and economic actors of the plan to increase exports and the level of employment. In the week they met with the Vice President, Cristina Fernández, although from the production they complained about not being present in that instance of dialogue.

Since her participation in the 2017 Buenos Aires campaign, when she visited a farm that would later become known, she belonged to an mayor of her own political space, which today did not include an activity related to agriculture on her agenda, with which she maintains a manifest enmity since the conflict over mobile withholdings in 2008.

This week the Vice President of the Nation met with representatives of the Argentine Agroindustrial Council

The representatives of agriculture left their proposal to generate a framework of consensus that ends in “a great national Law for the promotion of agro-industrial activity, which contemplates stability from the tax and fiscal point of view and allows us to project ourselves in the next 10 years” . Cristina Fernández, as Infobae learned, congratulated them for taking the initiative and promised their support. At no point in the meeting, which lasted about forty minutes, was there any discussion of past disagreements.

The Council was formally launched on July 17. Among the many entities that comprise it, are Coninagro, Argentine Rural Confederations (CRA), the Argentine Agrarian Federation (FAA) and the cereal exchanges of Buenos Aires, Bahía Blanca, Córdoba, Entre Ríos, Chaco, Rosario and Santa Fe, among other. The Sociedad Rural Argentina is not part.

From the entity chaired by Daniel Pelegrina, in an internal communication to their partners, they explained the reasons for the absence in said space. « We are not part of it, because we have not participated in the elaboration of the plan it promotes and we have no certainty that said plan contemplates the guidelines of the ‘Proposals for the Field’, which we have elaborated and made public more than a year ago from the Linking Commission of Agricultural Entities. In addition, we have doubts that, under the generic ‘value added’, there are hidden proposals for measures that may be detrimental to primary production, and have the opposite effect of promoting exports, which is a fundamental matter of our proposal. ”

In turn, they clarified: « We are actively working on the formation of an agro-industrial space, in order to prepare concrete proposals, such as, for example, a comprehensive communication plan for the countryside with the rest of society. So it was that from October 9 of last year, in Rosario, and then on November 12 in Buenos Aires, the construction of an area of exchange and cooperation began, integrating links throughout the chain and seeking to build trust as fundamental pillar for this space to prosper. This work continues in the format of a driving table, currently coordinated by technical organizations of renowned prestige and suitability for that work. ”

And finally they stated: “From the Rural Society of Argentina, we will continue to work and strengthen the proposals and actions of the Liaison Commission, and we will continue betting on the construction of a space of trust, with transparent objectives and with a consensus governance from the Table driving force.

To all the proposals and good intentions mentioned, producers throughout the country demand greater clarification from the government about what the relationship will be with the sector. In the agricultural world, the memory of the policy that Kirchnerism deployed towards the countryside is still very fresh. That is why they ask for « concrete facts and that the promises and good intentions become reality. »

I kept reading:

After the Government has backed down with Vicentin, the future of the company will be defined in the summons of creditors

Alberto Fernández announced that the government will seek to turn YPF Agro into an « autonomous society » that is a « witness company » in the export of cereals «
